In other words, these factions are playable from the beginning. It doesn't matter if you haven't destroyed them. The factions listed in these categories are playable no matter what. In your descr_strat, you see three categories. So it may be that you need to find wherever that file is and edit it too? i just spent an hour looking around for the correct solution but couldn't find itīut- there must be another location with unlocked factions, as my descr_strat file lists only the 3 roman factions as playable, but if i start a campaign, the unlockable factions are available (as they should be, since they were unlocked when i finished the short campaign).
